Memorial Day, originally called Decoration Day, is a somber occasion to honor those who have died in military service. It wasn't always on the last Monday of May and wasn't officially recognized as a federal holiday until 1971. The poppy is a symbolic flower associated with the holiday, and some cities even hold parades.
